Abstract
Education and training are vital but underutilized tools to combat weapons of mass destruction (WMD) proliferation and terrorism. Their potential contribution to nonproliferation and disarmament was recognized very clearly in the 2002 report of a United Nations Experts Group on the subject, which was adopted without a vote by the UN General Assembly.
