Abstract
The U.S. Nuclear Regulatory Commission (NRC) regulates boththe safety and security of special nuclear material and by-productmaterials. As such, it has a well developed and robust safety andsecurity regulatory framework. Following the events of September11, 2001, security was enhanced in a graded risk-informed mannerfor NRC licensees. Significant activities include issuing anorder that required licensees to enhance security, updating designbasis threats for radiological sabotage and theft/diversion, updatingsecurity regulations for nuclear power plants and developingsecurity regulations for by-product materials. Today, NRC-regulatednuclear facilities are among the most secure in the nation’scritical infrastructure.
