Analysis of the 3S Concept (Safety - Security - Safeguards)

Along with colleagues from Finland and Pacific Northwest National Laboratory ( PNNL ) two of the present authors have laid out a framework for analysis of the 3S concept. We have argued that rather than continuing to talk about 3S in the abstract, we propose a focused research project that brings together experts from each of the discipli nes to give the nuclear community a better understanding of the range of the set of specific conflicts that 3S integration could help resolve. Once understood, communities of regulators, operators, and designers can begin to discuss best practice. To date such a forum for evaluation of the concept has not taken place. In the interim we have taken a first step by evaluating a subset of our table of postulated discrete events that trigger interactions among the three disciplines. This paper reports the resu lts of that evaluation.
