The U.S. Nuclear Regulatory Commission’s Preparations for Implementing the Additional Protocol

Abstract
The U.S. Nuclear Regulatory Commission (NRC) is responsible for overseeing implementation of the “Protocol Additional to the Agreement between the United States of America and the International Atomic Energy Agency [IAEA] for the Application of Safeguards in the United States of America” (Additional Protocol) at the NRC and Agreement State licensed locations. NRC is revising Part 75 of Title 10 of the Code of U.S. Federal Regulations (10 CFR Part 75), \"Safeguards on Nuclear Material - Implementation of U.S.-IAEA Agreement,\" to expand compliance with the U.S.-IAEA Safeguards Agreement to include the Additional Protocol to the agreement. NRC staff currently project that approximately 60 licensees will be required to report information under the Additional Protocol, and that they will submit declarations on approximately 650 activities and locations (including buildings on sites), imports, and exports. The NRC information collection process for the Additional Protocol and the regulations is being developed jointly or coordinated with the U.S. Department of Commerce (DOC) to ensure consistent implementation for all commercial entities. NRC’s efforts to prepare for implementation of the Additional Protocol are also presented.
