Abstract
The implementation of safeguards for the transfers of spent fuel from power reactors to dry storages is a resource intensive activity for the Agency, and its demand is increasing. The safeguards approaches, verification techniques, organizational issues and provision of resources are discussed in detail. Emphasis is given on verification criteria, cost considerations and practical solutions. Effort estimates for the verification of the spent fuel prior to shipment and measures to maintain continuity of knowledge are presented. The possible impact of the Integrated Safeguards System on future safeguards implementation for spent fuel transfers is discussed.
