Thisamalgam of technical, intelligence, andpolicy information on potential promulgationof nuclear weapons to non-stateactors contains an enormous amountof useful background information thatany policy strategist would want at hisor her fingertips. Masse’s analysis of thispotential threat indicates a danger butnot necessarily an imminent one.
