Abstract
International Symposium on Insider Threat Mitigation: Engaging the International CommunityInsiders pose a significant threat to the security of nuclear and radiological materials, as they generally possess access rights which, together with their authority and knowledge, grant them far greater opportunity than outsiders to bypass dedicated physical security systems and material control and accountability measures.In 2016, recognizing the international community’s need to address the insider threat, the U.S. government sponsored Information Circular 908 (INFCIRC/908) – Joint Statement on Mitigating Insider Threats, which now has 29 countries and INTERPOL as subscribers. This joint statement seeks to “build awareness of and acknowledgement that the insider threat is credible and that they pose a serious threat to the security of nuclear and radiological materials.” The March 2019 International Symposium on Insider Threat Mitigation creates a forum for on-going discussion and action on this important topic within the international community.The authors of this paper will report on their experience at the symposium, its outcomes, and, most importantly, the commitments and calendar of activities resulting from this event intended to encourage new subscribers to INFCIRC/908, as well as continue the dialogue on identifying and addressing insider threats.
