Abstract
Security culture and insider threat are best learned through experience. Culture is inherently difficult to teach and, as such, is best learned through modeled behaviors and learning exercises by the student. The Insider Threat Analysis Tool is a tabletop exercise that aids the student in learning how an effective (and ineffective) security culture might look. This learning happens through simulating events that strengthen or weaken the security regime. The exercise stimulates complex thought and discussion, and it assists decision-makers and management in determining the most effective policies and procedures for their countries or facilities. The focus on security culture involves simulation of various aspects of security not modeled in traditional tabletop exercises. A few of the categories include material handling, human reliability, insider modeling and threat mitigation, material storage and shipping, and pathways analysis.
