Abstract
Despite the increased attention being paid by the public and policy-makers to the critical need our nation has to address the safe management of nuclear waste, especially used fuel from commercial nuclear plants, a process has yet to be defined. Among the many dimensions to this issue, the most immediate need is for a site (or sites) that can provide for the consolidated, long-term safe storage and disposal of used (spent) fuel. the prospect of Congress passing legislation like Senate Bill 1240 is dismal at best.
