Abstract
After the Fukushima Dai-ichi nuclear power plant accident, the Nuclear Regulatory Commission (NRA) investigated the Rokkasho reprocessing plant of Japan Nuclear Fuel Limited (JNFL) to check that the plant’s severe accident measures are in compliance with the regulatory requirements. The safety review of JNFL currently being conducted by NRA was assessed and it was found that the plant’s potential risks had not been discussed. 1. Risks posed by the plant's design and construction: (1) Risks posed by imported technology, (2) Risks due to improper construction, (3) Risks due to prolonged construction. 2. Risks posed by high safety measures cost. Unless NRA deals with these problems, maximum safety will not be ensured.
