Strengthening Indonesian Nuclear Safeguard by Increasing Quality of BATAN’s Employees

Abstract
All personnel who work at nuclear sector must be accountable for their behavior and motivated to ensure nuclear security to reach an effective security culture. They should be expected to conduct themselves in a manner that recognizes the circumstances and potential consequences of their behaviour. But there is a serious problem happen in Indonesia about the role of personnel to make a proper nuclear security culture in the region. Personnel at BATAN (Indonesian’s National Atomic Energy Agency) often take another job as a supplemental to their salaries. A number of recent studies have pointed out that an aging and underfunded pool of experts in the nuclear sector is a serious concern both for safety and security concern. Indonesia’s nuclear authorities, BATAN and BAPETEN (Indonesia’s Nuclear Energy Regulatory Agency), have created a training scheme that singles out key positions within the relevant facilities and structures introduction based on the need of the position. However, this is not a comprehensive solution to answer the problem. To answer the aging problem which affect and increase possibility of potential risks, we need a best plan in employees regeneration and a strategy to encourage undergraduated student to choose nuclear domain to prepare succession and subtitution old employees. Moreover, for old employees’ successor candidate graduated student who choose to work at a nuclear sector will be given a training corresponding with the need of position of their work. With this solution, we hope it will increase quality of nuclear’s employees and make a perfect cycle of regeneration process. Answering the salary problem of Indonesian nuclear’s employees, we need to increase their salary, give a free insurance and some of subsidies for them. One of advantages of increasing employees’ salary in nuclear sector greater than other sector is increasing the interest of young graduated to choose to work at there. In addition, to increase loyalties of the employe, they can provide good and comprehensive facilities in work.
