Non-proliferation and Inernational Safeguards

The INMM has just decided to create a new division, the title of which is \"International safeguards and non-proliferation division\". This creation is quite wellcome, as the specificity of international safeguards really needed that a special division be devoted to them. Also u/ellcome is the fact of underlining, in the title, the close relationship between international safeguards and nonproliferation. But the risk of creating a confusion between the two should be avoided. The more so, as the recent developments in Iraq have given rise to a lot of confusion on the subject. Taking the Iraqi example as a starting point. the paper will try to distinguish what are the respective roles of non-proliferation policies, international sanctions, international safeguards, and other confidence-buildig measures to be implemented with the help of the Agency.
