Abstract
A man has been and always will be the main assurer of security under any technical improvements of the nuclear material accountability, control and physical protection. He also is a source of threats to security and through his fault, as is known, more than 70% of non-routine situations occur. The article emphasizes the necessity of the development of such system of a potentially reachable level of nuclear site personnel reliability, which is based on the presumption that even in cases of complete optimization of the activity conditions the risk of errors and threats is always there. However, the most dangerous and hardly controllable should be considered threats due to personnel’s fault – a potential insider – by virtue of the estimation complexity of the social and psychological nature of his actions. This risk of an error and the insider threat must be minimized through both special measures and work aimed at nuclear security culture development, it must become the highest level of reliability, which should be striven for when assuring security at a nuclear site.
