Abstract
The international community has already emphasized the importance of physical protection against sabotage. The IAEA published several guides for member states to follow in order to improve physical protection at their nuclear facilities. The first and most important step to reinforcing physical protection against sabotage is to clarify and determine the Unacceptable Radiological Consequence (URC). This paper will describe how the URC is identified in ROK. The first step is the review for the criteria of radiological consequence in nuclear safety area at home and abroad. The second is the definition of the type and value of URC. Through those steps, we figured out major factors in process of identifying the URC considering the current regulation situation of physical protection in ROK. Finally, we described the type and value of the URC and suggested future plan.
