COMPASS In action: Declaring Program Effectiveness

Abstract
To facilitate learning among new users for the COMPASS evaluation tool, this paper will provide a detailed description of the process of combining program elements to determine an overall program effectiveness rating, and associated conclusions that can be drawn from that activity. Budget and resource considerations will also be discussed. This paper will also provide the background information needed for an auditor to review program effectiveness, in light of the changing requirements under NNSA Policy (NAPs), which relies heavily on site program establishing their own performance metrics.
