Abstract
The physical protection system project plan has been developed for OAO Machine Building Plant (OAO “MSZ”) primary production building in Elektrostal, Russia. This building will serve as a consolidated production for all fuel assemblies at the site, and the new project plan will meet security requirements against both internal and external threats. The physical protection system project plan for the consolidated production building provides for establishment of essential access points at the exclusion perimeter vehicular and pedestrian entry control points as well as within the building itself. This also includes access controls for each production zone and material storage area. The physical protection systems developed for the production building will be integrated into the general systems at the site and will include the following: an exclusion perimeter surrounding the building, physical barriers, an access control and security alarm system, closed circuit television system, entry control point radiation monitors, communications system, and infrastructure. These systems are located at: the central alarm station and the secondary alarm station set up within the exclusion perimeter, the building perimeter, entry control points, access control points and changing rooms, and along internal paths within the production facility. They also account for unique aspect of the production process, secure material storage, control over material delivery and unloading as well as administrative controls. In the end, this system will meet all regulatory requirements for physical protection systems and incorporates recommendations made by the US team.
