Abstract
The goal of the IAEA Safeguards Information System Re-engineering Project (IRP) is to increase the effectiveness and efficiency of information processing by replacing the current IT infrastructure and collection of information systems with an information architecture supporting advanced technologies incorporating integration, collaboration, adaptability and security. Key program objectives include (1) developing an integrated information systems to facilitate reporting with a reduction in the redundancy of Safeguards data; (2) secure remote access to offices and inspectors in the field; and (3) a flexible IT infrastructure with advanced security measures to manage sensitive information, adapt to future challenges and meet the changing requirements in the business of International Safeguards. The IRP Program Plan was divided into 3 main phases. The Phase I Solution Design Projects focused on the evaluation and selection of new technologies with the development of an Enterprise Data Model. The Phase II - Foundation Projects focused on the installation and configuration of the new physical architecture, the creation and standardization of common building blocks for software development, and the deployment of the new IT infrastructure to support the integration of the new information systems. The Phase III - Implementation Projects focuses on consolidating user requirements and implementing integrated information systems developed in a Service-Oriented Architecture (SOA) environment. In preparation of the Implementation Phase, the IRP successfully completed its proof-of-concept project for Role Based Access to data. This technical solution provides secure access to Safeguards data based upon the role(s) of a staff member. Other key implementation projects in 2010/2011 include Reference Data Management, State Supplied Data Handling, the Safeguards Effectiveness and Evaluation Information System, enhanced Security technologies, a Virtual State File, an Integrated Schedule and Planner, and an Information Tracking System. The Safeguards IT roadmap requires commitment and contribution at all levels across the department. The workload will be intensive but the rewards promise to be valuable.
