Abstract
IAEA proposed TRP safeguard improvement plans in 1995 for closer and more efficient safeguards of TRP. Development of Solution Measurement and Monitoring System (SMMS) is one item of the plans and has been carried out under the JASPAS program as JA-6. Following to the IAEA’s acceptance test after the installation of the SMMS in 1999, a field test of this system has been carried out. The main purposes of the SMMS are to establish the IAEA’s independent monitoring system, and to establish the confirmation of plant operation and C/S. Besides input and output accountability tanks for flow key measurement points, seven Pu storage tanks for inventory key measurement points are monitored continuously by the SMMS. Solution level, density and temperature data of these tanks are transmitted to the inspector’s office through the SMMS. Authentication of the SMMS was confirmed by IAEA after the acceptance test and has also been kept by its detection and record function for its system failure after installation. The SMMS will be used in actual “inspection use” after completing IAEA’s safety evaluation and demonstrating trouble-free operation for several months.
