Abstract
In this paper, we examine five alternative nuclear power deployment options for States opting to import commercially available nuclear power reactors and fuel cycle services: 1. Individual ownership and operation 2. Build-operate-transfer over time 3. Shared ownership and operation 4. Foreign entity ownership & operation 5. Extra-territorial ownership & operation These options are examined in the context of their suitability to expand nuclear power from three perspectives: 1. Nonproliferation, including assurances of fuel cycle services 2. Economics, including the potential to drive economic development 3. Time to power production While the five options may be attractive to any State, our primary focus is on States in the developing areas of the world, addressing their special needs and challenges.
