IMPLEMENTATION OF THE FEDERAL INFORMATION SYSTEM AT THE SITUATION AND CRISIS CENTER IN THE YEAR 2000

Abstract
The Federal Information System (FIS) is the Russian national level nuclear material accounting system operated by the Ministry of the Russian Federation for Atomic Energy (Minatom) Situation Crisis Center (SCC). The SCC is the agent for the Russian Federation responsible for operating the FIS to provide information to the Department of Economics and Planning. That Department is responsible for accounting for all nuclear material in Russia not in military applications. This includes independent civilian organizations not reporting to Minatom. The Project is being implemented in phases which can be generally stated as design, development, testing and implementation. Testing was accomplished through using five “pilot sites” to report small amounts of data reflecting the actual contents of material balance areas (MBA) at the site. This has been completed and we are now implementing the system on an incremental basis with 4 groups of facilities starting at different times during the year. The sites initially report inventory lists for a period of time; when routinized by the site, this is followed by initiating inventory change reports. This paper will address the schedule for sites to begin to report, the phased manner of reporting, the current status of which sites are at each phase of reporting, the operation of the SCC and its relationship with the Minatom Department of Economics and Planning in implementing federal level nuclear material management.
