Abstract
At the Y-12 National Security Complex (Y-12) the MC&A issues and needs are similar to those experienced at other facilities within the DOE/NNSA complex. Changing world conditions resulting in new threats to our facilities have driven the needs for increased safeguards measures without the benefit of technology changes to accommodate the changing requirements. The number of personnel experienced in MC&A functions is limited. In many cases, the experienced individuals are part of the “aging workforce” identified in numerous studies. Technical training needs for MC&A personnel is becoming less available because of decreased funding, As personnel and training are becoming more limited, the demands and expectations of MC&A systems are increasing. Process monitoring efforts to provide timely and continuous tracking of all materials continues to identify additional needs. This paper is one in a series to discuss the MC&A needs, modernization efforts, and the future sustainability of a modernized MC&A program.
