Abstract
The assessment of the status of physical protection systems (PPS) is important for improving physical protection of nuclear sites (NS). Rosatom strives to continually improve the regulatory and methodological documents governing organization and operation of the system of Agency monitoring of physical protection at nuclear sites. In 2008, Rosatom developed and enacted in cooperation with experts from the U.S. Department of Energy (DOE) a regulation addressing a “Methodology and Criteria for Assessing the Status of a PPS on the Basis of Agency Inspections and Site Self-Assessments” (hereinafter “Methodology”). This regulation is aimed at enhancing the objectivity of agency inspections as well as facilitating comparative analysis of PPS status (comparing pre and post upgrade status) during the implementation of physical protection upgrades both at a specific site and at different similar types of NS.
