Abstract
This paper addresses the efforts of the joint US/Russian Novosibirsk Chemical Concentrates Plant (NCCP) Material Control and Accounting (MC&A) team to prepare for the transition of the MC&A systems developed during the cooperation from US to NCCP support. This goal was a major factor during the design, development and implementation of each system. The key factors related to long-term sustainability included: 1. Inclusion of production engineers during all phases of the planning and design 2. Consideration of the costs of operation and maintenance of the equipment selected for the system 3. Selection of equipment favored vendors with existing relationship with NCCP, incountry technical support, vendor training, and availability of spare parts and consumables 4. Development of systems with appropriate levels of technology
