Abstract
The Nuclear Materials Management and Safeguards System (NMMSS) is the center of the Department of Energy's (DOE's) corporate nuclear materials information system. NMMSS was designed in 1964 and is the central information resource for the US government in meeting its domestic and international safegurads requirements and in providing information needs for non-safeguards management of valuable nuclear materials assets. Over the last 35 years, the nuclear materials business and information technology have changed substantially. These changes have caused the DOE to consider an upgrade to NMMSS. The project to upgrade NMMSS is currently in the planning stage and has not yet been approved. A Feasibility Study and Analysis of Benefits and Costs (ABC) has been completed to consider alternatives for the upgrade. These alternatives for the upgrade. These alternatives include such changes as a new software platform, redesign of the database, additional data requirements, and foreign obligations tracking for materials covered under the international Agreements for Cooperation. The design, development and testing efforts will be conducted in accordance with the DOE Software Engineering Methodology (SEM)
