Systematic Approach to Preservation and Development of Nuclear Knowledge

In the nuclear industry knowledge is regarded as competence assurance, ability to effective and safe action. The preservation of nuclear knowledge and ensuring the availability of qualified personnel, strengthening the safety of nuclear facilities are vital for continued and enhanced safe and secure use of nuclear technologies. Nuclear knowledge management is an integrated, systematic approach applied to all stages of the knowledge life cycle, including its identification, sharing, protection, dissemination, preservation and transfer. This report devoted to the experience in the creating a system in the field of nuclear knowledge management (KMS) at the enterprises of Rosatom, which is is a system of three level structure and is based on three main blocks - the control unit of the scientific and technical communities, the control unit of the scientific and technical content, and the control unit of the results of intellectual activity. Taking into account the special nature of nuclear knowledge, KMS Rosatom pays special attention to security issues and safety culture at all stages of the life cycle of nuclear knowledge. In connection with this KMS incorporates the fundamental components: personnel - information technology - a set of professional knowledge. The process of nuclear knowledge management at the enterprises consists of the following steps:-Auditing knowledge. -Identification of \"strategic\", \"procedural\", \"key\" knowledge. -Development of knowledge maps.-Development policy and strategies of knowledge management.-Creation of organizational structure of KMS.-Documenting processes for knowledge management.-Selection of methods of extracting and structuring knowledge.-IT development - solutions supporting knowledge management system (enterprise knowledge portal, expert systems, etc.)-Training of specialists.-Implementation of a knowledge management system.This report devoted obtained quantitative characteristics: identified more experts-bearers of critical knowledge, revealed more than 380 related subjects, digitized archives of documents of permanent storage, scientific and technical portal, implemented the information system for management of intellectual activity to protect author’s rights, created the knowledge base on the safety culture. The feature of the knowledge management system of Rosatom is that it covers the entire life cycle of knowledge from creation, accumulation up to their application in practice.
