Abstract
The Joint Institute for Nuclear Research (JINR) has implemented several Material Control &Accounting (MC&A) and Physical Protection (PP) upgrades over the past several years on its own, and in cooperation with the United States Material Protection Control and Accounting (MPC&A) program. JINR will present the results of an analysis initiated to determine how MC&A and PP systems, elements, and procedures can be integrated to improve nuclear material security at JINR. The paper will conclude with a list of recommended organization, technical and procedural changes that would improve the integration of MC&A and PP as well as compensatory measures, performance testing, and system configuration control activities necessary to effect the changes.
