Abstract
The Central Scrap Management Office (CSMO) was established in 1971 to provide centralized management of enriched uranium scrap. Today CSMO manages and integrates scrap recovery, storage, and disposition services for U.S. Department of Energy (DOE) programs, including Defense Programs, nuclear non-proliferation, DOE Environmental Management, DOE Science and Research, naval reactors, university loans/leases and the Global Threat Reduction Initiative. The Oak Ridge Y-12 National Security Complex (Y-12) has the unique ability to provide safe and secure storage and serves as the designated CSMO storage facility for unirradiated enriched uranium scrap. The Y-12 CSMO provides technical assistance to DOE/National Nuclear Security Administration (NNSA), manages CSMO shipments and receipts at Y-12, and acts as the liaison between DOE/NNSA, off-site customers, and Y-12 organizations. This paper will describe the formal process that is in place to evaluate scrap declarations submitted by scrap generators to determine whether the material meets Y-12 acceptance criteria.
