Abstract
The Republic of Korea(ROK) is actually focusing its efforts on the HCD program through education on nuclear controls for new comer countries as well as domestic university students in a close cooperation with the Department of Energy/National Nuclear Security and Administration of the USA. The Korean government is performing this task by way of the Korea Institute of Nuclear Nonproliferation & Control(KINAC). The KINAC has set 3 categories of target for HCD program in the area of nuclear controls: Domestic HCD through university education program, HCD program for new comer countries related to peaceful uses of nuclear energy, and finally HCD program for nuclear facility operators in Korea. After analyzing the actual status of HCD program carried out in the ROK, we can have a prospective on an effectiveness of the Korean government policy for HCD in the area of nuclear controls vis-à-vis new comer countries and domestic university students. The paper will touch in detail the actual process and contents of the 3 categories of target on HCD. This paper will take comparative, institutional and historical approaches to meet the goals given.
