Two-track Approach Needed to Strengthen the Global Nuclear Export Control System

Abstract
The current non-proliferation regime requires strengthening due to the recent events threatening international peace and security. The DPRK, Iran and Libya have been found to be in non-compliance with their IAEA safeguards agreements and establishing efforts to make nuclear weapons through a sophisticated nuclear black market. With this circumstance in mind, this paper deals with a two-track approach to strengthen the global nuclear export control system. One track is to increase the effectiveness of the NSG and the other track is to promote measures to prevent the spread of nuclear material, equipment and technology from the countries outside the NPT. It is expected that the balanced two-track approach would contribute to enhancing the global export control system.
