Specifics of MPC&A Design and Upgrades Under the Conditions of Simultaneous Development of the Regulatory Framework, Identification of Training Needs, and Management of Nuclear Security Culture Activities

Abstract
The joint U.S.-Belarus project for upgrading of the physical protection system at the Joint Institute for Power and Nuclear Research-Sosny covers multiple areas, to include principal works on upgrading of the nuclear material protection, control, and accounting (MPC&A) systems, development of regulations for these systems, identification of training needs, as well as planning and implementation of Nuclear Security Culture (NSC) activities. The specifics of this project consists in simultaneous implementation of all the lines of work and the need for a circumspect approach and high-quality performance of the project staff in order to interface the different tasks. Our integrated approach ensures reliable protection of nuclear material consistent with the international requirements and the newly developed regulatory framework of the Republic of Belaru
