Abstract
In November 2007, the U.S. Department of Energy's National Nuclear Security Administration Global Threat Reduction Initiative (GTRI) partnered with the Department of Homeland Security (DHS), the Nuclear Regulatory Commission (NRC), the University of Missouri-Columbia, and Oregon State University to launch a voluntary security enhancement project at domestic research and test reactors (RTRs). The goal of the project was to rapidly implement security enhancements outside of regulatory space, assist facilities with implementing best practices identified by the NRC and collaborate with DHS on meeting obligations under Homeland Security Presidential Directive Seven (HSPD-7). Oregon State University and the University of Missouri were the first volunteers and enhancements were completed in early 2009. The project has since expanded and is available to all NRC-licensed RTRs. This paper provides an overview of the effort and highlights the positive cooperation between government agencies and the private sector.
