Modernization of Safeguards Requirements for a Plutonium Storage Facility

Abstract
The K-Area Material Storage Facility (KAMS) at the Savannah River Site stores a large number of stabilized Plutonium containers. Large storage arrays of this nature present a challenge for implementation MC&A safeguards requirements. This challenge has been effectively addressed with the implementation of containment and surveillance (C/S) technology. The C/S technology consists of radio frequency tags and change detection cameras. This technology has been in place since 2000 and has been the basis for inventory extension as well to support the IAEA safeguards approach to include remote monitoring at the facility. The purpose of this paper is to describe how the technology has recently been used to layer off MC&A safeguards requirements without loss in effectiveness (two person rule and daily administrative checks). The paper also describes the design and implementation of remote monitoring from a domestic safeguards perspective and how this implementation will change the nature of safeguards oversight.
