The Impact of Russian Methodological and Training Center Methodological Activity on the Russian Nuclear Material Accountancy and Control Systems

Abstract
The RMTC was created by the Russian Ministry of Atomic Energy (MINATOM) to become not only the most important nuclear materials control and accounting (NMAC) training center in the RF, but also to provide methodological and technical support to operators and inspectors in the application of the new Russian state system accounting and control (SSAC) and to assist State Authorities in their creation of appropriate regulatory infrastructure. The base and the capability for the methodological activity is well established. The number of the RMTC experts with technical knowledge and expertise is large, due to their participation in a variety of MC&A projects. Mainly the methodological approach is focused on development of guidance for implementation of new federal and Minatom regulations on NMC&A, using resources and support under the EC-TACIS program and the co-operation between US national laboratories and Russian organizations in the framework of US-Russian MPC&A Program. This paper will discuss the current RMTC methodological capabilities and activities, the role and impact of these activities in improving Russian State system of accountancy and control of nuclear materials (SSAC), and the RMTC’s future plans to further develop and expand methodological capabilities activities.
