Abstract
In the midst of changing nuclear world, securing sustainable safeguards regime in Japan, while empowering international safeguards activities, is the top requirement for Japanese safeguards. As one of the leading players of international safeguards, Japan is strongly committed to contribute for the international safeguards, based on its experiences and skills obtained though safeguards activities in Japan. From the point of sustainability, the Japanese safeguards needs to remain fully adaptable to international safeguards requirement, with most effective and efficient manners. Also, as a leading state of the safeguards, Japan needs to fulfill the international and domestic requirement at the highest quality level. The safeguards knowledge-base being constructed should be shared among the international partners, for improving the SSACs already exist, and for supporting the establishment of the infrastructure for the safeguards of new comers. In order to fulfill these requirements, Japan is now developing “Safeguards Strategic Plan (SGSP)” together with the autonomy State evaluation system, “Integrated Safeguards Information System of Japan (ISIS-J)”. For all of these initiatives, we referred “the Balanced Scorecard” as a methodology of establishing the SGSP. In order to realize the dream articulated in the plan, the collaborations with the IAEA and bilateral partner such as the US and EURATOM is indispensable. We would like to present the progress of our development.
