Abstract
The safeguarding of nuclear materials depends on the effective implementation of physical protection, material control, and material accounting measures. Integration of these three elements into a comprehensive program is essential. One aspect of the integration is the incorporation of a number of aspects of material control into an extended physical protection program, extending the latter to much more than the stereotypical “guards, gates, and guns” implementation. This paper discusses the integration of material control measures such as nuclear material monitoring; tamper indicating device verification; key control; two person rule enforcement; and the conduct of exit inspections of personnel, equipment, and waste through routine protective force operations. This paper provides a rationale for the integration of material control technologies into a comprehensive physical program, thus providing safeguards synergy in routine site operations.
