Abstract
One of the priority problems of developing the State system of nuclear materials control and accounting is to create a new normative-legal base [3]. At present such a base has been developed mainly both at the federal and at branch level. MC&A upgrades were begun in Luch in 1996 within the framework of the Russian-American cooperation. Development of the new normative-technical documents (NTD) of the Institute was one of the work priorities too. The primary tasks which should be solved at developing NTD system at the Institute are the following: • localization of NM in Material Balance Areas (MBA); • precise regulation of documentary support during all the life cycle of NM available at the site; • providing of reliable safe keeping of NM and safety when operating; • control and accounting of NM inventory; • timely detection of deviations in the NM accounting, prevention of thefts or nopurpose using; • efficiency of obtaining the information on NM in places of its location. When working on the program of supporting MC&A system sustainability, the NTD system defining the organization and regulating NM control and accounting was made into one of the independent functional blocks providing MC&A system operation. The following was considered as parameters of the block: - completeness of the nomenclature of the normative documentation acting at the site according to demands for the documentation of the federal and branch levels; - completeness of a set of the acting procedures describing an execution order of the NM control and accounting operations; - conformity of the procedures content to demands of the acting normative documentation. The analysis of the NTD system functioning and experience on its upgrading for the purpose of providing the sustainable operation of the MC&A system are given in this paper.
