Abstract
The Federal Law “On the Use of Atomic Energy” established the authority of government oversight agencies for the safe use of atomic energy in a number of areas, including nuclear material protection, control, and accounting. Gosatomnadzor of Russia—one of those government safety oversight agencies—is active in the following major areas: ? The development, adoption, and implementation of rules and regulations on issues related to nuclear material protection, control, and accounting; ? Safety-related licensing activities regarding the use of atomic energy; ? Oversight of compliance with rules and regulations regarding the use of atomic energy and with the technical specifications of operating licenses, including the conduct of inspections related to performance of its duties; ? Oversight of the State System for Nuclear Material Accounting and Control; ? The imposition of sanctions against organizations subject to GAN oversight; ? Monitoring compliance with Russian Federation obligations under international agreements regarding safety assurance in the use of atomic energy.
