A FIELD ABLE PC TO SUPPORT IAEA INSPECTIONS

Abstract
The IAEA currently supports inspections under two regimes: traditional safeguards and the UN Special Commission (for Iraq). In addition, discussions are underway within the IAEA to consider ways to strengthen safeguards; options under consideration may significantly increase the inspector's role in the field. This paper describes a PC system currently under development as part of the Safeguards Information Management Systems (SIMS) initiative that will support in-field activities by IAEA inspectors. The system is based on a Geographic Information System (GIS) and will include the following functionality: • display and manipulation of site diagrams and building layouts, • relating site diagrams to additional information including activities, samples taken, inventories, equipment, photos, etc., • free text retrieval of specified documents, and • communication back to IAEA headquarters. This system will thus help inspectors retrieve information they have accumulated on a site and can help them check information on things like inventory, equipment, and seals. A subset of the above functionality is being developed in FY94 and will be demonstrated when this paper is presented. Interactions between the field PC and other components of the SIMS initiative as well as interactions between the field PC and other IAEA information systems will be discussed.
