Abstract
Integrated Safeguards (IS) system is applied to the State where there is no undeclared nuclear material and activities in the State. Under the IS, inspection activities by IAEA inspectors would be decreased depending on the facility types, which imply that the SSAC would take the role to maintain the safeguards system as the same level. Therefore, strengthened SSAC is indispensible for the implementation of integrated safeguards. In 2008, IAEA drew the broader conclusion and the agreement reached on the integrated safeguards in ROK. Through the two year?s experience on the IS, some items have been introduced for the SSAC to maintain the same level of effective safeguards regime. Under the IS, some facilities would not go through IAEA inspection for a few years, which would deteriorate the capability of the facility operators. Based on the internal discussion, ROK chose to implement national inspections to maintain the sound domestic regime. While implementing national inspections separated with IAEA inspections, the necessity for the establishment of the national safeguards criteria has been introduced. To achieve the IAEA?s inspection goals under the IS and at the same time to maintain the reliability and transparency of the State level, we need to strengthen the capability of the domestic inspection personnel. We need to secure more equipment since we cannot share the IAEA equipments during the national inspection. ROK started to develop and modify the existing equipments tailored to our own facilities. IAEA has been pursued the information driven safeguards which is essential to evaluate the State after the Additional protocol. To be a reliable SSAC, we need to improve the capability to collect and analyze the information that might cause the suspicion. Though the IS aims to reduce the IAEA resources, it is important that the new regime should not overburden the State and also it should not deteriorate the IAEA?s capability to “keep doing what they have been doing”. In this regards, state?s voluntary support will be also helpful for both IAEA and member state
