Abstract
The results of six-years cooperation of Luch and U.S. National Laboratories on MC&A upgrades are presented. The MC&A Plan developed jointly with the U.S. experts has defined the basic directions of activity. MC&A organizational structure has been agreed with the modern requirements. Five materials balance areas (MBA) of the 1st and 2nd category and one MBA (Central Analytical laboratory—CAL) with materials of the 4th category were organized at Luch. KMPs for accounting and confirmation measurements during NM transfers, transactions and inventory taking were established in each MBA. MBAs were equipped by electronic access control systems, radiation portal monitors, metal detectors and CCTV. TID Program based on TIDs with unique identification numbers application was implemented. Technology of items and places of their disposition bar coding was introduced in all MBAs. Reading of bar codes and computerized data processing are used for fast inventory taking of items. As the result of cooperation, Luch’s system of NM measurements was equipped with modern instrumentation. All KMPs are completed with electronic scales, each MBA has portable gamma spectrometers. CAL provides all MBAs with data on destructive accounting measurements of uranium content and enrichment. Measurements quality control was implemented in all KMPs and in CAL with application of standard samples including those manufactured in the U.S.A. Wide application at Luch has received the computerized MC&A system. MC&A network, PPS and MPC&A support network covering all MBAs and administrative divisions were created based on optical fiber cable line. Computerized system of control and accountability of bulk materials created on the basis of developed at Luch software was certified and put into operation. Two MBAs were connected to the Federal Information System. Accounting measurements information system SULIKO is successfully maintained in the MPC&A support network. The personnel have online access to the measurement results. MC&A procedures set was developed at Luch including site-wide and MBA specific procedures. Each MBA has its procedures collection. Personnel have access to work after training and certification. At present the main work on MC&A upgrade is completed, and our further efforts will be directed on the solution of systems sustainability.
