Abstract
Measurement of holdup, scrap, and nuclear waste stream materials is an integral part of an effective material control and accounting (MC&A) system allowing a measurement-based material balance closure at the nuclear fuel cycle and other facilities dealing with bulk nuclear materials. The paper discusses the present activities with regard to holdup, scrap, and nuclear waste stream material measurements at Russian nuclear facilities coordinated by the Russian MC&A Equipment and Methodologies (MEM) Working Group on the Russian side and supported by the U.S. Department of Energy / National Nuclear Security Administration, Office of International Material Protection and Cooperation and its MC&A Measurements project, on the U.S. side.
