Abstract
The way in which the Agency is said to prepare the signature and entry into force of the new Protocols adopted following the 93+2 program seems to create a risk that new safeguards approaches and measures will be added on top of he existing ones. That is contrary, not only to the spirit of the 93+2 program, but also to the repeated statements of the IAEA Director General and Deputy Director General in favour of enhanced efficiency. Such enhanced efficiency can only be achieved if a new global approach and a new reporting system are adopted for any country signing the Protocol, as soon as that Protocol enters into force. Moreover, that would create a strong incentive for countries to sign and ratify quickly the Protocol. The paper will present suggestions for doing so without creating any risk of weakening the safeguards system, or being criticized for being discriminatory.
