Abstract
Implementation of Safeguards First Principles Initiative (SFPI) must include evaluation of program effectiveness. The COMPASS model, COMPrehensive Analysis of Safeguards Strategies, is designed to apply a weighted average to program element based on its contribution to the health of the MC&A program function. This tool can provide meaningful feedback for the facility in determining where to apply resources and/or improvement plans to strengthen the program’s ability to detect and deter theft and diversion. This paper will provide an example of the use of the COMPASS model in an actual production setting. It will also discuss lessons learned and suggestions for improvement based on the results of the first annual review of the model at the Y12 National Security Complex.
