Abstract
The foundation of the U.S. Nuclear Regulatory Commission program is the Atomic Energy Act of 1954, as amended, as implemented through the NRC regulations, which can be found in Title 10 of the U.S. Code of Federal Regulations. Security and safeguards exist within the established regulatory framework. This paper addresses the basic elements of the NRC regulatory framework and explains how physical protection and material control and accounting function within the context of the regulatory framework.
