Abstract
This paper examines the radiological terrorism threat from the perspectives of terrorist motivations and availability of high-risk radioactive materials. Based on this threat assessment, the paper recommends high priority areas where more national and international resources are needed to mitigate the radiological terrorism threat. These high priority areas include continual threat assessments, public-private partnerships to reduce the use of dispersible radioactive sources, and development and implementation of best safety and security practices throughout the world.
