Abstract
One essential element for future state level safeguards consists in the definition and development of state level factors which are driving the necessary implementation effort and are also relevant for safeguards findings and conclusions. The identification of technical factors such as fuel cycle characteristics in a country seems to be conceivable, but is still to be fully developed. The situation is more complicated and challenging with regard to the specification of \"soft\" factors based on the institutional and political structures in a state. The paper will discuss different options of state level factors based on technical and institutional features and their possible impact on safeguards implementation and evaluation.
