DOMESTIC STATUS FOR ESTABLISHMENT OF THREAT EVALUATION SYSTEM AND ITS EFFECTIVE METHODOLOGY

Abstract
In order to actively cope with unlawful acts of nuclear material and nuclear facility, the Member States including the IAEA currently have a plan to finalize to prepare a draft amendment of the Physical Protection Convention(INFCIRC/274/Rev.1). Its main topic has been focused on strengthening the Member State system of physical protection. For the purpose of effectively maintaining the domestic system of physical protection as well as sharing the international strengthening trend, it would be necessary for the Member State to establish its threat evaluation system including determining a 'design basis threat'. This study presents not only the domestic preparative status relating to this trend but also the effective methodology to construct domestic system of threat evaluation in near future.
