Abstract
Data consistency is outlined, and in particular its relationship to real-time mass balancing and to current IAEA concerns. Various Data Consistency Evaluation Systems (DCESs) are described. DCES specification will depend on data availability, which will depend very much on perceived usefulness, confidentiality and proprietary concerns. This in turn will depend on how seriously the authorities view possible undeclared activities, such as spoofing, excess production and so on.
