Abstract
The Office of Technology and Field Assistance within the Office of Security and Safety Performance Assurance (SSA), evaluates cutting edge security technologies to assure that new and recently developed technologies are rapidly deployed to enhance security operations throughout the Department of Energy (DOE). As a direct report to the SSA Office of Technology and Field Assistance, the Office of Technology is charged with the identification, evaluation, modification, procurement and deployment of these security technologies. The technologies deployed span all aspects of site security missions including early warning, assessment, delay, and neutralization of adversaries. The common objective amongst the wide variety of deployed technologies is to improve the core capabilities of the protective force, including lethality, mobility, survivability, command and control in order to avoid significant manpower increases that would otherwise be required to conform to the Department’s Design Basis Threat (DBT) Policy. The Office of Technology has established an effective method for rapidly sharing innovative security technology solutions and “lessons learned” across the Department. A cadre of subject matter experts, internal and external to the office, participates in front-end analysis of major site security vulnerabilities, work jointly with site and program office personnel to identify candidate technologies having the potential to mitigate those vulnerabilities, and manage the procurement and comprehensive analysis of these technologies which will be summarized and distributed throughout the complex in an annual report. Additionally, SSA works to leverage investments made by private industry and other agencies such as Department of Defense’s (DoD) Technical Support Working Group (TSWG) and the Physical Security Equipment Action Group (PSEAG). The deployment of the Tactical Survey™ System (TSS) is a prime example of a successful collaboration between the DoD, DOE, and private industry. The TSS is a commercially available, image-based system that provides a 360-degree visualization of facility configurations, with embedded tactical information. The TSS was designed to deliver vital information to first responders during an emergency. The deployment of the TSS at selected DOE sites directly addresses needs of the protective force to maintain response planning information that includes site descriptions and other facility-specific information.
