Abstract
There is insufficient emphasis on the role of MC&A in the protection of nuclear material from theft or diversion. The most effective strategies to defeat many adversaries depend on a good MC&A program, yet an MC&A module is not a routine part of the Vulnerability Assessment process using the ASSESS software. This failing should be corrected.
